As a condition of Minnesota's 1998 Tobacco Settlement, Philip Morris, Brown and Williamson, R.J. Reynolds and Lorillard are required to file quarterly reports to the state Attorney General and the governor revealing payments to their lobbyists and other organizations that lobby or testify on their behalf.
The Settlement Agreement states that information about any payment to a lobbyist or principal must be disclosed if the tobacco company "knows or has reason to know that the payment will be used, directly or indirectly, to influence legislative or administrative action, or the official action of state or local government in Minnesota in any way relating to Tobacco Products or their use."
Lobbying payments posted are through 2004. Total payments to lobbyists include fees and any expenses. The information posted on this Web site represents summaries of the tobacco lobbying disclosure reports. Copies of the reports can be obtained from the Minnesota Attorney General's Office (651) 296-6196.
